Idea: Government bills to create "red light districts" in major US cities, where drugs and prostitution would be legal, to lure the seedy people into one area, so the rest of the city can be family-friendly and safe. Possibly even put the "red light district" indoors in abandoned factories or shopping malls, so people can't accidentally wander into them, and they can't be spied on using drones
